What Is WIOA?
The Workforce Innovation and Opportunity Act (WIOA) is a federal workforce-development law. In Indiana, local workforce professionals and the responsible workforce entities determine participant eligibility and authorize training services under the rules and funding available for the applicable program year.
WIOA assistance is not created by a training provider's website, application, eligibility quiz, or provider relationship. A participant must be found eligible and the training program and covered costs must be authorized by the responsible workforce agency.
Who May Be Considered?
WIOA includes adult, dislocated-worker, and youth programs with different eligibility rules. Employment status, income, public-assistance status, layoff history, age, and other criteria can matter depending on the program. The responsible workforce agency makes the determination.

How to Start
1. Review the exact training program and its published tuition and requirements. 2. Contact your local WorkOne or responsible workforce office for an eligibility assessment. 3. Confirm that the specific program is eligible for the funding source being requested. 4. Obtain the required written authorization before treating an enrollment as workforce funded. 5. Complete Elevate's program-specific admissions and onboarding requirements.
Funding availability and approval timelines vary. Elevate does not issue WIOA eligibility determinations or guarantee an Individual Training Account.
