What Is WIOA?

The Workforce Innovation and Opportunity Act (WIOA) is a federal law that funds job training for adults, dislocated workers, and youth. In Indiana, WIOA funding is administered through WorkOne career centers and regional workforce development boards.

If you qualify, WIOA can cover the full cost of tuition, books, supplies, and even supportive services like transportation and childcare while you train.

Who Qualifies?

WIOA eligibility varies by program, but common qualifications include:

  • Adults (18+) who are unemployed, underemployed, or receiving public assistance
  • Dislocated workers who lost a job through no fault of their own (layoff, plant closure, etc.)
  • Veterans and eligible spouses receive priority of service
  • Youth (16-24) who face barriers to employment, including those who are out of school
  • Income guidelines apply for some categories. Your local WorkOne office determines final eligibility.

    What Does WIOA Cover?

    For approved training programs on the Eligible Training Provider List (ETPL), WIOA can pay for:

  • Tuition and fees — the full cost of the training program
  • Books and supplies — including tool kits and uniforms
  • Certification exams — EPA 608, OSHA 30, CNA state exam, etc.
  • Supportive services — transportation, childcare, work clothing, and emergency assistance
  • How to Apply Through Elevate

    1. Submit an intake form on our website or call our enrollment team 2. Meet with an enrollment coordinator who will review your situation 3. Visit your local WorkOne office — we will help you prepare the paperwork 4. Get approved — WorkOne issues an Individual Training Account (ITA) voucher 5. Start training — your tuition is covered from day one

    The process typically takes 2-4 weeks from first contact to enrollment.

  • HVAC Technician (20 weeks)
  • CNA Certification (4-8 weeks)
  • CDL Training (4 weeks)
  • Medical Assistant (12 weeks)
  • Phlebotomy Technician (8 weeks)
  • Electrical Apprenticeship
  • Building Maintenance Technician
